The Scouting declaration rules are a touch vague. When i Scout, i have to declare that i am scouting for a player ship, an npc, a merchant ship, or a rumour.
When i scout, do i declare one of those four broad categories, or am i supposed to name a specific thing within one of those categories?
Say i'm in a sea zone along with Billy's ship and Sally's ship. i take the Scout action. Do i say
"i am scouting for a player ship"
or
"i am scouting for Billy's ship" ?
It matters because after failing a roll, you can't scout for the same target on your turn.
So can i say "i am scouting for Billy's ship," fail the roll, and then say "okay fine - with my next action, i am scouting for Sally's ship"?
Or is it:
- Declare "i am scouting for a player ship"
- Fail the roll.
- No more scouting for ANY player ship for the rest of my turn.
Same deal with NPC ships and rumours. If i have the captain who lets me hold two rumours, and both rumours take place in the same sea zone, am i scouting for a rumour, or this rumour? Am i scouting for a non-player ship, or the non-player Dutch naval vessel?
