On the final action of my last turn, I sailed south from Havana into an empty Port Royal Sea Zone. The directional instructions at the top of this turn's Event card (WAR & PEACE) activated a Dutch frigate AND a French Man-o-War, causing them both to ignore their directional orders and enter my sea zone (I have a single Spanish bounty). Further, the "War & Peace" text causes the Netherlands and England to go to war, upgrading the Dutch frigate to a Man-o-war. Which of the following occurs next?
*Two Man-0-Wars (brought into play by the "War" Event Card) in the same Sea-Zone do not "scout" for players (taken from page 13 of the rulebook Rules for multiple NPCs in a Sea-Zone)
OR
*Have both NPCs scout for me and if both succeed, adhere to the following:
If multiple hostile NPCs in the same Sea-Zone find the same player, then determine the order in which the battles take place randomly (by shuffling the NPC Event Cards in question, and drawing them in random order).(also taken from page 13 of the rulebook Rules for multiple NPCs in a Sea-Zone)
Before seeing anyone's responses here, my assumption is that I'll use the second rules reference to resolve the matter as the two ships in my sea-zone are not at war with one another.
